LAW COURSE DESCRIPTIONS

LAW-2081 Government Contracts Ms. Barbara Hansberry, 2 credits day; 2 credits evening.

The course is designed to give students a basic introduction to public procurement contracting at the state and local levels as well as at quasi-public authorities in MA. The course will focus on three primary areas: contract formation, performance and disputes resolution. Students will examine the unique features associated with the public solicitation of contracts with commercial entities. In addition, the procurement of public construction, procurement fraud, procurement ethics and lobbying restrictions on government contractors will be addressed. The instructor spent 18 years as general counsel for the MA Office of the Inspector General, whose mission it is to prevent and detect fraud, waste and abuse in government spending. Students will receive a practical and hands-on approach to the world of MA procurement. The course will be taught in a seminar format. Individual students will be assigned specific topics on which group discussions will be led. The final grade will be based on class participation (25%), problem assignments (25%) and a final examination (50%).
